NOTES ON THE MEETING OF LLANGYBI FAWR COMMUNITY COUNCIL HELD AT LLANGYBI VILLAGE HALL ON TUESDAY 21st OCTOBER 2008

MATTERS ARISING

a.      Chairman for Village Hall Committee – Cllr. Watts reported that there was no definite news

at present but one name had been put forward.

b.       HMP Usk/Prescoed Liaison Group –  Cllr. Rogers attended the meeting and reported that at present

there are no sex offenders at HMP Prescoed. The National Offender Management Service is working

well. The aim is to have longer term prisoners at Prescoed. At present more Welsh prisoners are being

sent to Prescoed. The Police and Prison service are targeting alcohol abuse and alcohol fuelled crime.

c.        MCC Community Environmental Grants Scheme – Cllr. Backhouse confirmed that 50% of the grant

had been received.

d.       County Councillor Val Smith – Recycling – by 14th November 2008 – Cllr. Love stated that he thought

the community were lucky to have the facility in Usk. The Community Council agreed that they were

happy with the present service Black Box for glass, paper etc./Blue box for food waste/Green Bag for

garden waste. Nevertheless hoped that plastic collection would soon move to the area with the arrival

of purple bags.

e.        Rural Forum – 18th September 2008 – Cllr. Love gave a brief report which included concerns that

rubbish isn’t being collected from Village Halls, the news that One Stop Shops are considering out-

posting. Concerns that Licensing Applications are handled by MCC instead of the Police and that

Community Councils are no longer consulted.

 

PLANNING APPLICATIONS

a.      DC/2008/01084 – Conversion of existing farmhouse into 2 no dwelling units – Llandowlais Farm, Llangybi – Approve

b.       DC/2008/01085 – Listed Building Consent - Conversion of existing farmhouse into 2 no dwelling units – Llandowlais Farm, Llangybi – Approve

c.        DC/2008/01075 – Duck Pond and Feature – Land off Llandewi Court, Croesyceiliog – Approve

d.       DC/2008/01163 – Demolition of existing single storey lounge and construction of new single storey

lounge extension – Cider Mill Barn, Treherbert Road, Llandegfedd, Usk – Refuse

e.        DC/2008/01175 – Conversion of existing redundant barns into 3 no residential dwellings and new

access driveway – Llandowlais Farm, Llangybi, Usk – Approve

f.        DC/2008/01188 – Demolish part of two storey section of dwelling (garage and family room above) and

rebuild as two storey extension to new design on existing foot print. Erect new detached garage with revised

vehicular access. – Pine Grove, St Cybi Rise, Llangybi, Usk  - Refuse

 

LOCAL MATTERS

a.       Cllr. McLeod showed the Meeting photographic evidence of the deterioration of the Dwr Cymru signs at Llandegfedd

b.       i. Cllr. Cameron brought, to the attention of the Community Council, the dangerous state of the footpath on the R106 from Llangybi to the Cwrt Bleddyn Hotel. Both the elderly and the young use this footpath.

ii. Cllr. Cameron reported that Usk Bridge had been damaged again by a heavy goods lorry only days after it had been repaired. The bridge is listed by CADW. Llangybi Fawr CC will give their support to Usk Town Council during their campaign to stop any further damage occurring.

iii. Reports have been received of harassment from the young lady who sells the Big Issue outside the Spar shop.

c.        i. Cllr. Greenland reported that the Notice board, at Llandegfedd, is extremely flimsy and has warped.

ii. Cllr. Greenland has observed that the patching of the R104 and adjoining roads, Ton Road and Treharbour Road, is of poor quality. Tarmac is thrown out and it is left for passing cars to press down.

d.       Cllr. McLeod informed the Meeting that the Church at Llanddewi, known as the Top Church, is privately owned but not the churchyard. Hedges, trees and a wall have been removed.

e.        Cllr. Graham Rogers reported the height of the hedge on the R102 at Coed-y-Paen.
