NOTES ON THE MEETING OF LLANGYBI FAWR COMMUNITY COUNCIL HELD AT LLANGYBI VILLAGE HALL ON TUESDAY 15th SEPTEMBER 2009.

 

 

MATTERS ARISING

a.       Chairing October Meeting – Cllr. Love confirmed that Cllr. Dale will chair the October Meeting.

b.       Tidy Towns - Proposed works to be carried out in each ward – Llangybi – Ynys Lane and Llandegfedd – Entrance way to Church. Jenny reported that there is still plenty of money in the pot. Cllr. Love to ask at Rural Forum Meeting on 1st October 2009 whether the proposed works in the two wards could be carried out via the Tidy Towns initiative.

c.       Reminder - Tidy Wales Week September 21st-27th – The posters have been displayed. Grass is growing out of the new footway.

d.       New litter bins – The concrete bases are in. There is a delay in delivery as Glasdon had to find another manufacturer. The bins will be delivered after 21st October 2009.

e.       E-mail from Tim Bradfield re: Triangle of land has been seeded by MCC. Clerk to send a letter of thanks to Phil and Ruth Terrett, Kennet Grange for clearing the land. The signs have been ordered and should be installed in the next few weeks.

f.        E-mail from Roger Joy re: Street lighting - Yes there would be a minimum height to ensure that the light levels on the main road are correct, the minimum height is 6mt which is what you have at present if reduced any lower I would not light the road to the standard required.

g.       One Voice Wales National Training Programme - Cllr. Rogers to join Cllr. Backhouse in place of Cllr. Dale as he will be at a Medical Meeting. Letter from Ken Burton explaining that WAG have agreed a 50% bursary towards the cost of training.

h.       Licence for Llangybi Playing Field – Letter received asking if the CC still wanted to renew the licence. Cllr. Love contacted MCC and spoke to Cheryl Swanson who knew nothing of the original letter sent to Mr. Ankers. Clerk e-mailed original letter to Cheryl Swanson.

i.         HGV sign hidden by hedge – The hedge is higher than first thought. Cllr. Greenland to try again to trim hedge using suitable equipment.

j.         Bus timetables – Clerk to follow up as not yet displayed at bus stops.

k.       Quote for bus shelters/notice boards – Cllr. Davey brought a quote from Mr. Sadler for £260.00. Proposed by Cllr. Cameron and seconded by Cllr. Greenland. Clerk to write and accept quote. Sundela board to be used with the off cuts to be used at Coed-y-Paen. Cllr. Rogers to fix.

l.         Cllr. Davey has ordered the bulbs which came to more than £100 once VAT was added.

m.     Grass verge opposite Hall – Mark Watkins to resource and run it by his manager.

n.       Clearing of land adjacent to play area – E-mail from Guy Delamere explaining that Paula is dealing with this case and will proceed with it once she has returned from sick leave. He also advised contacting Environmental Health. Cllr. Davey has already done this as a resident. Clerk to contact on behalf of CC.

o.       Zurich Insurance – Cllr. Love and Clerk completed form from Zurich after an e-mail from Nigel Leaworthy confirmed that MCC owns all the play equipment and their insurer, Zurich, inspects the equipment annually. Tim Bradfield is the responsible officer at MCC.

p.       Cllr. Rogers summarised the information for the CC regarding the NAW (Legislative Competence) (Local Government) Order 2009 prior to the Clerk receiving a summary from One Voice Wales. After discussion the CC decided to support the Order with six Councillors voting for and one abstention. Clerk to inform the Legislative Office.

q.       MCC Consultation on Statement of Licensing Policy – Not relevant.

r.        Report from Rural Forum – Cllr. Love – Agenda Thursday 1st October 2009 & Minutes from 20th August 2009 – Minutes, Letter to Paul Matthews and his reply put in folder. PM to attend next Rural Forum Meeting on 1st October 2009 at 7.30 pm at Raglan Community Hall. Cllrs. Love and Davey to attend. Cllr. Love invited others to attend if they wish.

s.       Highways’ pro formas – Clerk to contact Highways to add that the Bridge at Llanddewi is just passed the Farmer’s Arms.

t.        E-mail from Guy Delamere re: Planning Application DC/2008/00803 – Proposed building for processing home farm produce – GD stated that the application had been approved some time ago even though the planning portal still shows current. Clerk contacted Planning Department through the portal. Awaiting a reply.

 

 

 

 

PLANNING APPLICATIONS

DC/2009/00823 – Reposition vehicular access and construction of hard standing and drive for residential vehicular traffic at Walnut Tree Cottage, Llangybi – Approve - Llangybi Fawr Community Council is concerned that the new hedge will conceal vehicles using the access and would wish to recommend that the hedge is moved back 2 metres. The Community Council also asks that consideration be given to the installation of a pedestrian refuge island to deter overtaking along this stretch of road.

DC/2009/00681 – Conversion of and alterations to a range of period barns to create four residential dwellings – Parc Farm, Parc Road, Llangybi – Approve - Llangybi Fawr Community Council has concerns about the suggested number of vehicles entering and exiting the site on a particularly bad bend.

Appeal

E6840/A 09/2111305 – DC/2009/00041 – Change of use from redundant barn and foaling box to one holiday let unit (tourism purposes) – Blackthorne Meadow, Coed-Y-Paen – Cllr. Rogers explained that the Planning Department approved the application but the Committee refused it. Cllrs. Rogers and Greenland are prepared to attend the Appeal in Cllr. Love’s absence. Clerk to send further comments to The Planning Inspectorate and confirm that representatives from the CC would wish to be present.

 

LOCAL MATTERS

a.       Cllr. Love reported that the salt bin on Ton Road had been smashed. Discarded light fittings have been found in the bin. Clerk to inform Highways.

b.       Cllr. Cameron reported that the path through the Play Area is deteriorating. Clerk to ask MCC to look at before the Winter.

c.       Cllr. Rogers reported that the pavement outside Hadley at the entrance to ‘The Close’ (local name) has been flattened and is level with the road. Clerk to inform Highways.
