SUMMARY of the meeting held in Llangybi Village Hall Tuesday 16th of February 2010

 

Matters Arising

 

-       Visit to Police HQ: 3 Councillors interested; Cllr Rogers liaising with Cilla Davies to arrange

 

-       Annual Dinner: Postponed. New date and new venue in the Autumn

 

-       Llandegfedd Street light: Cllr Greenland reported awaiting contact from MCC which may have been delayed due to adverse weather. Cllr Love suggested contacting Roger Joy of MCC.

 

-       Coed-y-Paen Notice Board: Cllr Rogers reported matter progressed - fibre board installed and left over piece will be stored. Other notice boards in good condition.

 

-       Grassed area outside V Hall/Glanynant: County Cllr Peter Clarke is dealing with this matter.

 

-       Amenity Land near Play Area - a reply and further correspondence received re. borrowing/WAG: Land valued at £10k by Chris Brain. Two matters for consideration:

o   Cost of Land. Present owner has asked for £10k + plus £400 costs for Legal Expenses. Council agreed to offer £10k including Legal Expenses, to be funded in part by the Council and in part by borrowing from a favourable lender, thus spreading the cost. One Voice Wales have offered their support in the negotiations.

o   Use of Land. Potential for allotments, or enhanced play area. A village consultation may be needed, but priority is to acquire the land. It will also need to be cleared if purchased - Cllr Greenland offered to assist in arranging this work if necessary.

 

-       Footpath Tarmac revised quote: Quote approved by Council for sum of £760+VAT, plus added £200 + VAT for adequate drainage measures.

 

-       BT Kiosks: awaiting response from EON

 

-       Llangybi Play Area Licence – to cost £300 per year for 16 grass cuts (free service now withdrawn) to include 4 cuts to area owned by the Community Council. Licence now to be signed by Council.

 

-       Rural Forum Thursday 18th February: Apologies sent in advance by Cllr Love and Davey

 

-       Highways’ pro-forma – MCC letter re. Highways scheduled actions have been impaired as a result of the weather, with particular regard to pot holes and damage. It may take a while for Highways to catch up while priority now given to re-instating the condition of MCC’s highways.

 

-       Pen- y- Glog footpath query: continue to await response.

 

-       Feedback re. Correspondence with MP David Davies: Cllr Love has placed a notice on the bus stop informing those who choose to park there that they are causing a hazard –this has proven successful to date. Replies sent to MP and copied in letter to Mr Bateman.

 

-       CEDS Grants 2010/11 update – inc. email from One Stop Shop Monmouth: Cllr Love proposed a bid for footpath lights and lights in the play area, further to advice received from the Lighting Officer and One Stop Shop regarding the benefits to young people. Council agreed to bid, offering £1k as its contribution to project.

 

-       Literature for Village Hall & Public: no further action needed at present.

 

Planning

Planning Committee:

-       DC/2007/01533 Crofton Mead new dwelling: Cllr Rogers represented the Community Council at the meeting of 2/2/10. The application was REFUSED, and this decision ratified 16/2/10

o   COMPLETED: Amenity land Llangybi completed and removed from list

 

Planning Applications:

-       DC/200901109 – Ty Perrot House. (Amendments). The Council has approved the extension to the house but remains unhappy regarding the size, nature, location and potential use of the garage. Whilst amendments are proposed they remain minor and do not address the Council concerns. REFUSE

-       DC/2009/00947 – Old Oak Barn Change of use of land to garden curtilige (Retrospective). APPROVE

 

Planning Appeal

-       E6840/A09/2119137 21 Ton Road Cottages Llangybi – Council has reasserted its objections, a site visit from Inspectorate to be arranged.

 

Planning Department Correspondence:

-       Advertising of Planning Applications will now be carried out in the Monmouthshire Free Press instead of the South Wales Argus, for financial reasons.

 

Local Matters

-       Cllr McLeod:

o   Bus Shelter in Coedypaen, - no repairs done so far

 

-       Cllr Davey:

o   Concerns re loss of ‘safety’ ribbons on R106 ‘footway’ to Cwrt Bleddyn.. County Cllr Peter Clarke to action. Thanks to be given for the work carried out on the footpath

o   Mrs Philippa Addams Williams a previous Councillor of Llangybi for many years sadly passed away recently

o   The Council agreed that Cllr Davey would ask Willow to submit a quote for the maintenance of the area near P Office for the coming year.

 

Announcement

 

It is with great sadness that the Council has to report the sudden passing of Kristine Mitchell, our much valued Community Council Clerk, and a great friend to all. Council sent a donation.
